In the case when the president of the town council is unable to act due to illness or other disability then the ranking member of the town council shall be authorized to act with the authority of the town council president until such time as the president is able to resume his or her duties or, in the case of a permanent vacancy in the office of the council president, until the council president is replaced by vote of the remaining members of town council, whichever is earlier.
