For purposes of the authority granted by this chapter, “emergencies” shall be defined to include, but expressly not be limited to, severe weather, fire, power failure, earthquakes, tornados, floods, epidemics, pandemics and other national, regional or local emergencies and other emergencies of a similar nature as well as any emergency declared by, or executive order issued by, the Governor of the state of Indiana.
