It is a violation of this code for any person to place, cast, or deposit upon any public street, alley, or sidewalk or upon any other public or private property within the corporate limits of the town of Homecroft any dirt, filth, offal, noisome or filthy liquids, carcasses of dead animals, straw, paper, scraps or coils of wire or iron, boards or timbers, rags, tacks, nails, glass, tin cans, or any other refuse matter or litter of any kind.
