The unguarded presence of holes, pits, wells, shafts, unfinished basements and similar-type openings or excavations in residential areas creates an attractive nuisance and is dangerous to the public. If any such hole, pit or excavation, four or more feet in depth, is maintained on any residential property without being securely and adequately covered or enclosed by fencing or a similar barricade of a design and construction that will cover or enclose any excavation to prevent access or entry to the area of the excavation, such hole, pit or excavation is a public nuisance.
