It shall be unlawful for the registered owner or for anyone having the care and custody of any vehicle without motive power, commonly called a “trailer,” to park, suffer, permit or allow such trailer to stand or be parked on any public street, place or thoroughfare of any kind in the town unless it is attached to another vehicle having motive power.
