If any vehicle is found parked in violation of this chapter, and the driver of the vehicle cannot be ascertained, the owner of the vehicle shall be prima facie liable for the violation and any fines and costs imposed by this chapter for the violation. [Code 1982 Art. 3, Ch. 2, § 6.]
