The owner or operator of any vehicle found in violation of this chapter or his representative shall be given a written notice of such violation and, if there is not any person in possession or charge of such vehicle present at the time of the violation, there shall be posted or attached a written notice of such violation on the windshield or other conspicuous place upon such vehicle and the owner or operator shall be bound thereby.
